High School Procedures
Registering with WOAAll WCSRA Referees interested in officiating the High School matches (WIAA) are required to register with WOA (Washington Officials Association). This is done on an annual basis by paying your WOA Registration Fee ($60 or $40 for Students 19 and under) to become Registered and completing the online Test to become Certified (required to do any Varsity assignments). Procedurally at WCSRA, you should: - Contact the High School Assignor and indicate your desire to be WOA Registered (WOA requires your BirthDate and SSN and the Assignor will need that to establish your WOA identity)
- Your WCSRA Account will be debited $60 ($40 for Students) and payment to WOA will be made by WCSRA on your behalf (you'll pay WCSRA back from "earnings")
- Once marked WOA=Registered you'll be able to SelfAssign non-varsity assignments and/or request assignments from the High School Assignor
- Follow the instructions under Becoming Certified to become fully WOA Certified.
WOA Consent ReleaseWOA requires you to pass a basic Background Check to become a Registered Official. This only needs to be done once as, thereafter, WOA will periodically recheck the Clearance. If you've not previously provided the WOA Consent Release, please click to Services: Paperwork-WOA and follow the instructions there. Upload the resulting SIGNED form and let the HS Assignor know you've provided the WOA Consent Release to the Site.
Becoming CertifiedFor you to be recognized within WOA as a Certified official, you'll need to complete all the steps to become Registered (above) and complete the Online Clinic and Test. To take the exam, point your Browser at http://www.woa-officials.com/ then move over For Officials, then Online Rules Test. Follow the instructions there to logon and complete the ONLINE CLINIC and Test; the test is relatively easy (if you've read the NFHS Rules), the CLINIC is not. You have to answer a bunch of (did you listen) questions and if you fail you start over (you can fast forward through to get to the questions again). NOTE: This will only be available to you AFTER the High School Assignor has finished establishing your identity with WOA.
Northwest League RulesThe High Schools in Whatcom County and region compete in a combined league called the NorthWest League. The additional regulations that apply to Northwest League Soccer (local changes to the NFHS Rules) are available as a Acrobat Reader file
Day of the Assignment- Arrive at the field (school) a minimum of 30 minutes prior to kick-off. If you are going to arrive any later than that (due to work or school), advise the rest of your crew and the assignor.
- Be at the center circle 5 minutes prior to kick-off to collect rosters and perform the coin toss.
- Check with the assignor regarding tie-breaking procedures for all varsity matches (including play-offs) prior to heading to your match.
- Under most circumstances, getting to fields in the county is quicker to take Hannegan than Meridian. Matches at Meridian High School can be traveled to faster via Northwest Avenue then turning on to Laurel.
Filing MisconductComplete a Misconduct Report for all Cards issued during a Match using the WCSRA Referee: Misconducts mechanism. If you issue a Red Card, contact the High School Assignor immediately after the Match, who will instruct you as to the proper procedure to follow for filing the Misconduct with the State. |
